THE POSITIONCome join in the excitement and energy of the Washington County Administrative Office as a Multimedia/Video Production Specialist. This position synthesizes your skills in video production with your passion for serving the public. If you have a knack for visual storytelling and communicating through social media platforms, then we want you to join our team!The PositionThe Multimedia/Video Production Specialist provides an essential role to the communications team. Key experience necessary to success in this role would include story boarding, shooting, editing and publishing social media and streaming video content using tools and resources within the organization. These resources include the team's existing graphics and cloud-based editing tools, as well as tools that may be acquired later. The incumbent would also assist in publishing content to the County's primary social media feeds. Finally, in this role you will join a communications team that is committed to creating a positive and supportive work environment centered around belonging and inclusion. At Washington County we lean into our organizational values of workplace diversity, equity and inclusion and seek to actively promote an environment respectful of living and working in a multicultural society.The ideal candidate would be:Passionate about serving the public, especially those facing language, cultural and other barriers to services meant to aid the community in responding to and recovering from the COVID-19 pandemic.A skilled communicator and visual storyteller who is particularly adept at rapidly developing social media and streaming video content.An excellent multimedia project manager experienced in developing content that is relevant to the racially, ethnically and culturally diverse communities of Washington County.Comfortable functioning independently with minimal supervision but would also thrive in team settings.Skilled and experienced in story boarding and script development, operating digital cameras and video recording equipment, using graphics, digital image editing and video editing software (such as Adobe Premiere or Final Cut Pro), developing and publishing content to social media feeds (Hootsuite, Twitter, Facebook, YouTube and others).A typical day as a Multimedia/Video Production Specialist is dynamic and always on the go. On any given day you may find yourself:Producing and creating videos and other audio-visual materials and aids for training, information and instruction purposes; producing and directing live and taped programs including public meetings, studio productions, training videos, public service announcements and documentaries.Performing all phases of video production including (but not limited to): developing concept and storyboarding; script research and writing; casting and hiring of paid and volunteer actors, technicians and crew; directing and coaching of actors, including line rehearsals and scene blocking; videography, camera operation and staging of appropriate lighting; scouting and securing locations; post-production, including editing, mixing sound, creating graphics and digital animation using digital animation software.Coordinating all logistics related to video production, such as: meeting with internal customers to identify production needs; planning and scheduling shooting; determining equipment needed; advising customers on any foreseeable pitfalls and suggesting strategies or techniques to overcome challenges; coordinating appropriate equipment, people and transportation to best capture the required video footage; being responsible for packing, moving, loading, transporting and setting-up of equipment to and from production site.Operating field or studio cameras and related equipment to record a variety of project material in a variety of environments; recommending shooting changes to yield more effective visuals; making technical adjustments and troubleshoot equipment to ensure high-quality production.Creating multimedia digital storytelling videos using stills, graphics, animation, sound effects, narration, captions and subtitles and music; being responsible for audio recording/extracting and editing for podcasting; developing video slideshow presentations; loading videos to the internet; taking portraits or scenic still photographs as required for use in promotions, productions and publications; preparing and enhancing photos using image manipulation and graphics design software.Maintaining a digital asset management system.Assisting in the publication of video and other content to the County's social media feeds, including Facebook, Twitter, Nextdoor, YouTube and others.Liaising with the County's public, education, and government access video partner for productions needing higher quality.Minimum QualificationsA bachelor's degree in Communication, Journalism, Education, Public Affairs, Public Relations or education in program-related area, or related fields.ANDTwo (2) years of progressively responsible work experience involving the development and coordination of public information or community outreach programs, including demonstrated experience in communications and media relations.ESSENTIAL JOB DUTIESDuties may include:Provides public information and may serve as liaison with media regarding current activities of the County and/or assigned department or program.Plans, designs, develops, and implements specialized informational programs related to County departments, divisions and/or public service programs to include:Develops and implements a communications plan in coordination with the department director, communications coordinator, or other assigned program manager.Identifies needs for public information and develops educational/informational outreach work plans.Accepts requests from department/division personnel for communications/public information projects and develops work plans.Supervises internal coordination of information for output to media and the public.Identifies graphic needs by coordinating the design and development of graphics materials for print and online media.May oversee and direct information releases via social media channels, as assigned.Provides direct communications/public information through public presentation, outreach and other media channels as assigned. Acts as a general information resource, referring inquiries to appropriate department/division personnel; speaks with individuals and groups to promote community involvement in department/division plans; and may serve as a primary point of contact for information in case of emergency response by Washington County.Acts as liaison between the division/department management, community groups, business, and other public sector organizations; serves as a conduit for information to news media; explains department/division goals and plans; provides input to the department/division from outside agencies; identifies citizen attitudes and concerns; advises the department/division about communication/public information needs and methods; and makes recommendations about how to address public information needs.Assists in creating a positive and supportive work environment; enforces a safe workplace; establishes a culture of teamwork and communication; creates a workplace that promotes the organizational values of workplace diversity, equity and inclusion and actively promotes an environment respectful of living and working in a multicultural society.Develops and prepares public service or program information for electronic or printed materials distributed to the public, community partners, and various social and broadcast media outlets/channels. Writes and edits web content, marketing and communications materials, and printed publications.Monitors and analyzes media data including trends from external and internal sources to determine effectiveness and to inform strategy. Assists the communication liaison with responding to or researching media information requests.Works with department/division management and/or communications coordinator to prepare and distribute news releases and other informational materials to the media; assists with the planning and organization of news conferences and media coverage, as needed.Arranges and coordinates community involvement functions, open houses, meetings, conferences, workshops, and training seminars. Promotes and advertises events through appropriate media channels.Coordinates and manages the recruitment/organization of volunteers to work in department programs and services, as assigned. This coordination may include contacting civic groups, developing advertising and public relations programs for recruitment; and developing information materials for use by potential volunteers.As assigned, develops, and implements orientation and educational programs for volunteers; keeps volunteers informed of new resources, community activities, and programs, which impact their functions; evaluates volunteer personnel and program organization for effectiveness. Also initiates changes in coordination with departmental staff; and maintains records on volunteer programs for departmental use.SUPPLEMENTAL INFORMATIONThis is a non-represented position and is not covered by a collective bargaining agreement.Washington County offers a comprehensive benefits package which includes family health benefits such as medical, dental and vision.
