THE POSITION

Washington County Behavioral Health Division within Department of Health and Human Services is actively recruiting a HIPAA (Health Insurance Portability and Accountability Act) Privacy and Security Coordinator.

The Behavioral Health Division has broad responsibilities as the local Community Mental Health Program (CMHP) and as a delegate of our local Coordinated Care Organizations (CCO). The HIPAA Privacy and Security Coordinator will work in partnership with the Behavioral Health Division Quality Assurance Team and Supervisor in ongoing efforts to provide beneficial services and supports to the Behavioral Health Division and members of our community.

About the Opportunity
The HIPAA Privacy and Security Coordinator will perform a key role in ensuring data privacy and security practices are in alignment with maintaining an effective quality and compliance program for the Behavioral Health Division. Some responsibilities include providing privacy compliance training, auditing, and monitoring and completing data incident investigations and reports. The role requires knowledge and experience with information security practices and risk analysis and management.

In addition, the HIPAA Privacy and Security Coordinator position will assist in preparing for the review of the Behavioral Health Division conducted by oversight entities and implementing the division's Quality Assessment and Performance Improvement (QAPI) plan.
Primary Responsibilities include:

  • Perform assessment of the division to identify privacy risks and vulnerabilities.
  • Be familiar with all federal, state, local laws and regulations concerning the sharing of protected health information.
  • Monitor changes in data protection laws and regulations to ensure privacy policies and procedures are in alignment with necessary changes.
  • Ensure the enforcement of procedures through training and education to programs and community partners.
  • Respond to and ensure the proper handling of Behavioral Health client and public records requests.
  • Investigate HIPAA and PII (Personally Identifiable Information) incidents by completing risk assessment to identify and manage potential security breaches.
  • Send breach notification letters to individuals whose data has been compromised.
  • Receive and respond to inquiries and complaints about privacy practices.
  • Participate in resolution of complaints and grievances; and complete written responses to complaints and grievances as assigned.
  • Participate in audits and monitor division programs to assure compliance with statutes and guidelines; and complete written responses to these evaluations.
  • Actively participate in team and division-wide meetings as a subject matter expert.
  • Assist in development and/or revision of policies and procedures relating to HIPAA privacy and/or division activities as assigned.
  • Assist in the preparation and response to audits of HHS Behavioral Health Division conducted by the State and CCO.
  • Prepare and facilitate training and education to internal staff and community partners. This position is eligible for a hybrid work schedule including 2-3 days/week remote work.

    Who we are looking for:
    The ideal candidate will have a background and understanding of quality assurance or compliance and the ability to understand and interpret the Oregon Administrative Rules (OARs), Oregon Revised Statutes (ORSs), and the Code of Federal Regulations (CFRs). Essential qualities would include being a strong collaborator with the ability to develop and maintain positive working relationships with both internal staff and external stakeholders. The ideal candidate will also be familiar with the impacts of inequity in health care and have strong ethical values that support the department's mission.

    It is highly preferred to have:
    • At least one year experience in quality management, healthcare compliance or privacy compliance with knowledge in data security, records management, HIPAA, and Code of Federal Regulation (CFR) Title 42, Part 2.
    • Established certifications either as a Certified in Healthcare Compliance (CHC) or Certified Healthcare Privacy Compliance (CHPC).

      MINIMUM QUALIFICATIONS
      Education and Experience:
      Possession of one of the following criteria:
    • Master's degree in a social service, clinical psychology, counseling, healthcare or related field AND three (3) years of experience in the behavioral health, social services, or healthcare field.
      OR
    • Bachelor's degree in social services, clinical psychology, counseling, healthcare, or related behavioral health field AND five (5) years of experience in the behavioral health, social services, or healthcare field.Background Investigation:
