    Position Summary:
    In support of the Agency's mission, the Utility Assistance Assistant Manager is responsible for supporting the equitable distribution of utility assistance by providing leadership, consultation, training, management, planning, and supervision of staff. This position actively contributes to a welcoming and inclusive team environment and helps lead program decision-making to ensure culturally responsive, person centered and trauma informed service delivery. Activities include providing assistance to the Utility Assistance Program Manager in overseeing local, state, and federal grant requirements, maintaining community partnerships, and providing leadership pertaining to emergency rent assistance and eviction prevention issues. Responsible for supporting implementation and oversight of program processes to ensure regulatory compliance with program and funding requirements. Essential Functions and Responsibilities:

    • In partnership with the Utility Assistance Program Manager and other program leadership, develop, implement and manage Utility Assistance Program systems for client emergency funds and resources related to utility assistance.
    • Ensure appropriateness of use, adequacy of documentation, authorize payments to clients and vendors, coordinate payment process, and resolve payment problems in collaboration with program leadership team.
    • Support the coordination and maintain positive relationships with Utility Assistance partners including OHCS, CAPO, utility vendors, and other providers.
    • Promote coordination with other Community Action programs in order to facilitate client access to all applicable funds and services.
    • Assist Utility Assistance Program Manager in coordination of program budget monitoring to support timely spend-down of funds.
    • Assist with hiring, training, supervision and evaluation of program staff. Provide frequent support and feedback, encourage professional development, and prioritize work assignments.
    • Ensure that program operates within agency policies and funder requirements and regulations.
    • Provide leadership to the agency and the community related to utility assistance and energy burden issues.
    • Assist in representing the program on local and regional committees and work groups as assigned.
    • Strictly adhere to all safety policies and procedures at all times and respond/correct any at-risk safety issues immediately.
    • Strictly adhere to agency code of ethics and standards of workplace behavior.
    • Perform other duties as assigned to meet business needs including regular and reliable attendance and adherence to all company workplace behavior standards.

        Required Education/Training/Experience:

        • Bachelor's Degree in a relevant field with a minimum of three (3) years of experience working on issues pertaining to the delivery of utility assistance. An equivalent combination of education and experience may be considered.
        • Ability to assign, coordinate, and supervise the work of others.
        • Experience in computer database applications.
        • Ability to carry out detailed tasks accurately and efficiently.
        • Ability to communicate ideas and information clearly and effectively in verbal and written form.
        • Strong organizational skills and ability to manage multiple tasks of competing priority with accuracy.
          Preferred:

          • Experience working with social services programs serving low-income individuals and families.

              Required Physical Demands of Essential Functions and Responsibilities:

              • Work is typically performed in an office environment.
              • Constant computer exposure and keyboarding.
              • In normal workday, may stand/walk 4 - 6 hrs./day; may sit _4 - 6_ hrs./day; may drive 1 hrs./day; may use hands for repetitive grasping, pushing and pulling, typing and fine manipulation _2_ hrs./day; may use hands at or above shoulder level for _1_ hrs./day.
              • In normal workday, may bend, squat, and/or climb frequently.
              • Work is light in nature, lifting a maximum of 20 lbs. with frequent lifting and/or carrying of objects weighing up to 10 lbs.
              • May require walking or standing to a significant degree or sitting most of the time with a degree of pushing and pulling of arm and/or leg controls.
